Just so a few people begin to appreciate the type of dark arts in play over geopolitical issues, this is essential reading.
It's was declassified 30 years after the Cuban crisis. It's a US state document (on various US educational archives, encyclopedias, appeared in books etc...) and shows the pretexts that governments can use to further a cause.
This was a document produced by the Pentagon Joint Chiefs of Staff in 1962.

Some of the things that stand out for me:
In section 2 - it identifies a list of provocation steps including creating civil unrest in Cuba.
Section 3 is the real eye opener:
1) We could blow up a US ship in Guatanamo Bay and blame Cuba.
4) We could develop a Communist Cuba terror campaign in the Miami and other Florida cities.
We could sink a boatload of cubans seeking refuge and blame Havana.
8 and 9) Create an incident where a commerical airliner is shot down.
The Pentagon and the military approved the plan but Kennedy rejected it.
