Not necessarily. He would be invited as an alternate, but he can always refuse to go as an alternate.

Remember that few years ago Grigor qualified as an alternate, but felt bad that he did not qualify as a regular entrant to WTF and so actually refused the invitation.

However, I don't recommend that Matteo skip it, nor do I think he will. It is good money and good experience, if they get to play. Actually, even if they don't get to play, they get some (non-trivial) money to keep the bench warm.
