Quite frankly I dont think any judge will fall 'for a matter of confusion' in giving judgement
If I was Chris Tran I would appeal ASAP,if that was the case.
Actually that is right out of Craig Tiley's book of excuses lol!

I used to really want to see Djokovic succeed, but I can’t with how absolutely ridiculous he has been this past few years. Now, I’m like come on next generation. Let’s send everyone to Shady Pines that needs to go.

Novak has won his case and the order to cancel his visa has been squashed by Judge Kelly on the 'procedural grounds'
The Australian government has expressed its readiness to recancel the visa and redetain Djokovic,so round 2 is coming.
Judge Kelly has said that Novak can be released from hotel quarantine in the next 30 minutes.
Mr Tran for the minister would comply with the orders but a personal power of cancellation was being considered.
Immigration Minister Alex Hawke has the power to cancel his visa and deport him.
Alex Hawke has 4 hours to make his decision.BTW if that was Mr Hawke's decision Novak Djokovic would be banned for travelling to Australia in the next 3 years

Not surprising at all. All Tiley had to do was say no to the medical exemption and it would have been clear from the start.

but it had to be complicated

Anything other than letting Novak play now is going to look like bullying and retribution by the government. He had his day in court, and the judge let him off, right or wrong.
