Umpires are allowed to talk to the press, I am not sure if there is any protocol in obtaining that. Here is one that I read months ago (it doesn't matter that it is in Serbian), it is an interview with Carlos Bernandes. I bet the ATP is unaware of this.
As Roger (and maybe Stan?) even said, the umpire is not supposed to be talking to the press. This is what I was told, too. Obviously that doesn't mean they've never spoken to the press, as evidenced by your citation of a Serbian interview and the instance of the French umpire who just did the Federer/Wawrinka SF, but it's not their standard policy.
Also, consider how you never see them interviewed on ESPN, the Tennis Channel, CBS, NBC, or any other broadcast I've ever seen. Given their proximity to the action, there's no question sportscasters would want to interview them, at least occasionally, but they don't.
