As I have said before, the US doesn't really care that much about foreign nationals and their ability to get into the US. There is essentially no public pressure that I can see to lift the requirement that foreigners be vaccinated to enter the US. So, none of this applies to Novak's situation. Once they get through all the other stuff they have to worry about, it might occur to them to change the vaccine requirement for non-resident aliens, but it is way down on the priority list, from what I can tell. It's basically not even on the radar.
