Berdych has won 4 matches against Rafa and Grigor just one. Even if you take percentages, Berdych has won 17% of his matches against Rafa compared to 11% by Grigor. Berdych being a Mr. Qf guy, is more likely to be there.
But he has won none on clay, and isn't the late he was.
To say that Grigor is far easier as an opponent than Berdych seems to be a stretch to me.

Further, Berdych will be playing against Andy and their H2H is 6-11. Moreover Berdych has won three clay matches against Andy, one as recent as 2013. On the other hand Grigor has won only one match against Rafa and that too at the fag end of 2016 when Rafa was about to call it an year.
I do agree that Berdych is on a downward trajectory and Grigor seems to be up. However, Grigor is also back on a downward trajectory after his antics at the AO. So, it is not like he is consistently moving up. As recent as an year or two back, Grigor had a consecutive string of first round losses in about 7 to 9 tourneys.
Not to be construed as I like Berdych than Grigor. I actually like Grigor better than Birdman.
