Jamal Crawford is a very good streaky shooter.. much more reliable than Cali's current man crush JR Smith. No, what I mean is that there are a ton of players who aren't in the NBA but are actually better than most NBA players. They are mostly former American college players.
Most NBA players are on rosters for fulfilling a limited purpose such as rebounding, shooting, shotblocking, or in the case of the great Shane Battier, charge-taking!!!!!!!!!!!!! They are not there because they are great all-around basketball players.
Look up Scotty Hopson or Robert Dozier on YouTube. There is no comparison between them and most NBA players. The latter are many steps below.

So you are talking from a talent perspective. Even in that case saying 85% is extreme. But certainly there are SOME guys playing in college and overseas that are better than some of the bench warmers in the NBA. But it's not like the whole league is full of limited one-way players like Battier.
