Because if the argument is simply being outplayed means you didn't underachieve, then Roger didn't underachieve at Wimbledon. He was outplayed in every final he lost.

Rafa is like a hurricane building over the Atlantic. Cat. 2 in the first, Cat 3 in the 2nd, and I'm hoping for a Cat 5 now.

Even with Rafa's 15-16 majors, he's nowhere near GOaTdom due to his inconsistency; dropping out of sight at times while the other players got their cans out there and competed well!

I would say this: His losses to Djokovic in 2010 and especially 2011 US Opens were very dissapointing
