Anyhow, you have to line the opponents up by round:
Verdasco vs. Mayer (slight edge to Verdasco/Novak)
Istomin vs. Baghdatis (solid edge to Baggy/Rafa, as herios corrected me...but not "infinitely")
Carreno Busta vs. Zverev (slight edge to Z/Rafa)
Dimitrov vs. Bautista Agut (slight edge to D/Novak)
Again, Rafa has a harder draw but it isn't by much.
Overall I think over the first two rounds the difficulty of their draws is more or less equal, then Novak probably got one of the easier options for round 3 out of the players seeded 25-32 but potentially the most difficult one of the 13-16 seeds for round 4. Zverev, while technically the easiest draw for round 3 for a No. 9 seed, is potentially among the more difficult opponents of the 17-24 seeded players for Rafa while Monfils is likely to be the best draw Rafa could have got for round 4 out of the 5-8 group.
So in relation to their ranking the difficulty of both draws is quite normal in my opinion and there's no reason for either to complain.
