4-5 seconds doesn't matter or determines the outcome of a match
front ..a server Does Not try to ice a returner..it doesn't work like that..all the pressure is on the server to get the serve in to a spot in the service box to try to keep control of the point from a weaken service return.It most certainly does affect the outcome. If someone ruins your focus deliberately and you make more errors, you'll more than likely lose a lot of the time. That's not sporting and it's not good umpiring to allow it happen. These players will keep doing this till they're stopped and currently no one is stopping them bar one or two umpires giving them a measly warning or point violation once in a blue moon. Pretty sure you're all too aware a few key points can win a match so these players using stalling as an unfair advantage most certainly do determine the outcome of a match.
