I replayed it in slow motion several times, and you're exactly right. Muhammed was watching the ball on DP's side, which was when Raonic's shoe hit the net. By the time Muhammed turned his head towards the net, Milos had pulled back his foot. There's no doubt the umpire did not see Milos touch the net. And, as you mentioned before, he can't reverse the call based on the replay on the screen.
What needed to happen was for Raonic to admit he did it, because the umpire was watching the ball, and didn't see it. It's that simple.
