You are mixing up the two events:
Open 13 is the current one in Marseille
Open Sud de France was earlier this month in Montpellier which was won by Zverev.

50% in the last 10 years went to French players: Tsonga (2), Simon (2) and Llodra.
The other winners were; Murray, Soderling, Del Potro, Gulbis and Kyrgios.
Even Roger is on the list with a win in 2003.
