When the judge said, "What more could he (Novak) have done?" It sounds like he's buying the paperwork presented. He's unswayed by the background noise, I'd say. Unless the state can explain that his paperwork doesn't meet the criteria, I think Novak is in.The state is going to have to really present a good case.
