I don't think there is a restriction on governing bodies taking action but what I'm saying is that they would be open to legal challenges.

But they're always open to legal challenges. Maria is going to contest her ban. However, when they had Lance dead to rights, he coughed it up and they banned him and stripped him of his titles. Going back 14 years. I don't see how that would be any different if some player of whatever sport is caught in the revelations of the Fuentes blood samples coming out. So there isn't really any magic number of 10 years.

WADA has a statute of limitations also... and the ITF are signed up to the WADA code. Their statute is also 10 years.

Yes, I found that. It was changed last year from 8 years. So they could have also brought this out 2 years ago, if it were just about statute of limitations. I'm sure it has more to do with Spanish law, and the sloth and complications involved there.
