As I expected, the reports mentioned in the OP are mere exaggerations.
Hoergren has a thread titled IPTL. You can see the real information there.
They have signed up 28 players for four different teams based on cities
they will represent. Mumbai, Bangkok, Singapore and Dubai. IPTL will
be held form Nov. 27 to Dec. 14. They have spent 24,000,000 dollars
to draft these 28 players.
Even though, this works out to almost a million dollars per players
on average, it is not for one day, it is for about 20 days of commitment.
Who all fell for the scam? Rafa, Novak, Andy, Berdych, Tsonga and almost
every top name except GOAT.
BTW, the IPTL also includes retired players like Pete, Andre, etc and
so, the whole IPTL is merely a glorified exhibition and nothing can be
read into the results of them.
The people in Asian and Middle Eastern countries will get to see
current and top former players in action and these players will get to
pocket a lot of money and Mahesh Bhupathi does not have to worry
about retirement. These are basically the bottom lines of IPTL.
Considering it is a three week long affair, I believe it will fizzle
out after one or two years in existence.
