How do I get a suggestion to the tennis ruling body?

What is the most effective method of contacting tennis' ruling body to make a recommendation? I have seen many instances in which a player strikes a ball while a "out" call is made. Sometimes, there is a replay. Sometimes, a point is awarded outright. Sometimes, the decision is correct. Sometimes, it is not.

I think many of these ambiguous situations can be avoided altogether if linespeople are instructed to wait half a second before calling "out". If a player strikes a ball whether in or close to the line without hearing anything, he can't claim he was distracted. The ball mark can be checked after the fact. My suggestion is not perfect, but considerably better than the current protocol.

Respectfully, I don't like this suggestion at all.

As far as how to get in contact with the tennis governing body, I suggest Rafael Nadal's official website. If he likes your concerns, consider the changes made.

What is your reason for opposing this approach? I don't see the downside.
