The Washington Open (currently sponsored by Citi bank) is a joint professional tennis tournament played on outdoor hard courts, and held annually at the William H.G. FitzGerald Tennis Center in Rock Creek Park, Washington, D.C., United States. The tournament hosts both the womens and mens tennis tours.

Well - it's tournament #50 in Washington so maybe she's invited. Another reason could be that she wants to stay in eastern USA and play CITI and Rogers Cup before US Open. She only plays Beijing after US Open (which can be changed - if?)

Any particular reason Caro's preferring this to the Silicon Valley event?

I'm glad some of the top players choose this event. I went a few years ago and wished there were more top WTA players there then.

Actually, this tourney gives app fee for top players, if they commit to play here. In view of that, the US Open Series actually does not count this tourney for their bonus prize money challenge. This year, I am not sure whether the Bonus prize money challenge is going on. It looks like they are done with it.

But, they still have the concept of US Open Series and in that concept, they ditched this tourney again. The concept helps to negotiate a joint TV coverage deal with ESPN1/2/3.

According to Piotr Wozniacki, Caroline has a problem with the back part of her right thigh, and a hospital scanning resulted in doctors advising against playing, as there was the possibility of a muscle tear resulting if she pushed too hard

Wozniacki replaced in the draw by LL Ysaline Bonaventure.
